New York City’s Commitment to Implementing Justice Reform

New York City has embarked upon an unprecedented justice reform plan: closing Rikers Island and replacing it with a network of four smaller, safer and fairer jails in the boroughs. These high-rise jails will be built upon a foundation of dignity and respect to house no more than 3,300 people, reflecting the reality that both crime and the number of people in jail have continued to decline. The Borough-Based Jail System will strengthen connections to families, communities, courthouses and attorneys; foster safety and wellbeing for those incarcerated and staff; and serve as civic assets within the communities they are located. Panelists from the Mayor’s Office of Criminal Justice, the Department of Correction, Correctional Health Services, the Department of Design and Construction, and the Program Management Consultant will share the evolution of the BBJ program, how the vision translates into the new facilities, and the plans for implementing the program.
