How to intelligently and rationally, understand and balance factors such as: financing challenges, potential construction/operations conflicts, transformational technologies, initial costs, life cycle costs, operational efficiency, political goals, new code requirements, rapidly changing technologies, inter-departmental rivalries, etc. that combine to slow or stall (often for many years) any kind of forward progress toward improved court facilities?
