How can we help court stake holders make informed decisions on whether to renovate, expand or replace their existing facilities? How to intelligently and rationally, understand and balance factors such as: financing challenges, potential construction/operations conflicts, transformational technologies, initial costs, life cycle costs, operational efficiency, political goals, new code requirements, rapidly changing technologies, inter-departmental rivalries, etc. that combine to slow or stall (often for many years) any kind of forward progress toward improved court facilities?
