Commerce at the Gate, Modernization of the Otay Mesa Border Crossing with A Tale of 2 Cities

The Otay Mesa Land Port of Entry (LPOE) is located near San Diego, California and is the busiest commercial border crossing in California, processing more than 1.4 million trucks (2009) and $31 billion worth of goods with a projected 2.8 million truck crossings by the year 2025. The panel will share the experience of planning, design, and modernization of one of the busiest border crossings in the United States and the team’s strategy for selecting and integrating innovative GREEN systems to achieve a net zero design. The tale in this case is a study of how a joint Canadian/US law enforcement facility embraced dialogue with the history of the past and present community and achieved design excellence through a open design competition/delivery process.
