We are a firm practicing in Philadelphia, PA with a project in Wisconsin. The requirements for the seal specifically asks for "YOUR CITY" between the license number and the WIS. for Wisconsin.
Our question is what information is placed in the "Your City" if our office is located in another state.

Use the city in Wisconsin where your registered agent is located.

Our Firm is based in Minnesota and I use the office that my city is located at (in MN) on my Wisconsin seal.
This has never been raised as an issue with our Wisconsin project certifications.

I would call the Wisconsin Board and ask them what the expectation is. Most State Boards will be glad to help you through the requirements.
