I wanted to ask if there is a database amongst membership or within the AIA for public and government buildings? Any help would be appreciated.

I have not heard of such a database, Andrew, but perhaps others here have.

I expect that public entities responsible for buildings - such as the Division of Capital Assets, Management and Maintenance in Massachusetts or separate municipalities or federal government agencies, such as the GSA - maintain extensive databases of their facilities, but I have not heard a of a comprehensive database.

Thank you for all the information and suggestions. The GSA site is the closest to what we can start with. I am on the Small Project Design KC and our Design Awards is a good repository for buildings and projects in the Small Project category. Maybe at some point a Design Awards for Public Buildings?

Andrew, I recommend you consider making an inquiry to GOOGLE Research.  That company has been creating interesting uses of their mapping platform for specific uses and collaborations.  One application developed and available is an application for cities to measure their carbon footprint.  It seems GOOGLE Maps and EARTH has identified most public buildings in a significant number of towns and cities.  If their mapping app can measure the footprint, sq. ft. and number of stories of a building that would be awesome.  Maybe someone already has started this with GOOGLE.

That would be a massive security issue.

A lot of government buildings are not identified in google maps/earth for security reasons.

Pamela's point is critically important. It is absolutely correct that many federal facilities may not show and should not be shown in public web mapping applications. Certain DOD related facilities and other federal agency buildings, especially ones with large SCIFS operations should never be shown on public mapping applications.  But note that there are a lot of federal "public" buildings that do show up all over the country.

    Unfortunately yes.

The Zoning and Land use maps help identify the types of buildings, such as "public facilities and institutions".  Depending on which state or township, the other open data would be ArcGIS.
    Hope this helps.
