Working together is a good idea, but please keep in mind that green roof design varies significantly by region - particularly in the southwest desert. Zoning and policy can be proposed without specific design parameters, however good city planning should also consider the issues of storm water retention and reuse, and use of greywater on landscape. Those attendant issues can often be more difficult and frustrating than the roof itself.
You might look at including the USGBC for input. They did a regional ecosystems analysis a couple of years ago and some of the people who worked in the various zones would provide good information (Mick Dalrymple, in Arizona, would be a good contact.)

Question: Has anyone written a sample Zoning Amendment to distribute to local municipalities to add Green Roof Requirements to local bylaws?
If so please forward the same.
If not are you willing to help write such? Please contact me.
Seems to me if we work together we can get some consistency in the requirements and we have a better shot at improving things environmentally from the local level than attempting to get support from the top where we have such a tiny voice.
This method has helped provide Affordable Housing in MA. Together we can achieve this.
