In his budget proposal to Congress, President Obama proposed a new proposal to pay for infrastructure. It's a federal credit program that would to support public-private partnerships, known as the Financing America’s Infrastructure Renewal (“FAIR”) program. It's unlikely to get far in Congress in this, an election year (and President Obama's last year in office), but could point the way towards discussions in the future on how to pay for infrastructure.
