Going to the website and doing a little bit of searching. It doesn't seem like they say you can't use the cad files. They do mention that you can use them "so long as the Trademarks are used properly." I would look at it similarly to referencing UL details in a set of documents where you must place "Reprinted from the Online Certifications Directory with permission from Underwriters Laboratories Inc."
I think they are just trying to protect their information and designated as their property.

Subject: Question on use of DAC details from a publication
Hello, I heard that the new Graphic Standards has CAD details included, but includes a warning not to use on your drawings. (It seems from the wording that this would apply even if details were changed or adapted.)
Why include CAD details in a purchase if they cannot be used? Am I missing something about attribution, or some sort of release to sign? ( I have not bought it yet).
Thanks,
