    if your firm has professional liability insurance coverage through XL Caitlin, I suggest you reach out to Randy Lewis.  He conducts an excellent PM simulation exercise.  You can get AIA and PE Continuing Education Credit as a bonus, too.  Highly recommend.

    In the State of Wisconsin the Wisconsin Department of Professional Services will not review or conditionally approve plans that are noted as "Permit Drawings".  They must be noted as "Issued for Construction".  This INCLUDES components such as metal building plans, truss plans, precast plans, etc.

    I as well have had several instances where plans have been rejected but, usually only if they state "Not for construction".  I have never had an issue in any areas where we have worked (Illinois, Wisconsin, Iowa, Indiana or Michigan with drawings noted as "Issued for Permit".  That is our typical Phrasing.

    I can understand the rationale for rejection if the note states "For Permit only" or "Not for construction".  This leads the permitting authority to believe that other future submittals may be forthcoming that differ from the drawings they are evaluating -  hence the rejection.
