Bio

Laura Stagner is the former Assistant Commissioner for the Office of Project Delivery for the Public Buildings Service (PBS) of the US General Services Administration.  In this role, Laura was responsible for delivery of an annual average of $10B capital projects.  Under her leadership, the Office of Project Delivery developed several processes designed to better manage project risk including a project delivery method selection tool.  Laura has been an advocate for the adoption of delivery methods that create a less litigious and more collaborative project approach, particularly design/build and Construction Manager at Risk. 

She has served on the national board of the Construction Management Association of America (CMAA) and is currently serving on several CMAA committees.  She is currently on the national board of the Design Build Institute of America (DBIA) and serves as the chair of the DBIA Federal Markets Committee.  She has been an appointed member of the American Institute of Architects (AIA) Project Delivery Knowledge Committee since 2016 and was chair of that committee from 2020 to 2022.

Laura holds a bachelor’s degree in Science (Architecture) from the University of Virginia, a master’s degree in Architecture from the University of Michigan, and a master's degree in Science (Construction Management) from the University of Michigan.  She holds a graduate certificate in Project Management from George Washington University.

Laura is a fellow in the American Institute of Architects and is certified by DBIA and by the Project Management Institute.
