This article calls for gender-neutral bathrooms as a remedy.  The gender-neutral "2018 IBC 2902.1.2 Single-user toilet and bathing room fixtures" code is ideal.  All restroom and bathing room toilets (including the <g class="gr_ gr_1552 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" id="1552" data-gr-id="1552">accessibles</g>) now count toward the required fixture counts for all occupancies.

The attached sketch shows an example of a 650 student classroom addition applying this code - including the bathing room toilets in total fixture counts.  One toilet fixture is required per student per Table 2902.1.  13 toilets X 50 student/toilet = 650 students.

Notice how small a footprint is needed when clustered like this - even with 50% accessible per Section 1109.2, Exception 3.  If not clustered, all must be accessible per the first sentence of Section 1109.2.

A corridor security camera can monitor who enters and leaves each room.  The southeast or the southwest classroom could instead be the administrative office with a window wall facing the corridor for more control.  County school districts, alternative means <g class="gr_ gr_1725 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation only-ins replaceWithoutSep" id="1725" data-gr-id="1725">and</g> methods or variances and modifications can allow this code in advance.

Researcher: LGBTQ victims of bullying suffer academically
LGBTQ youth, particularly in the Midwest, suffer higher rates of bullying than their straight peers, which researchers say can have long-term negative effects on their academics. Because bullying can lower self-esteem and discourage students from coming to school or engaging with peers, learning suffers.

Bruce, this is very similar to a solution that was generated and built in Europe at an elementary school. The difference was the sinks in that case were out in the corridor. The key was to eliminate the ability to confront someone in an unsupervised area, while allowing privacy for any user.
