    Kim,

    My point was that rather than having government making the rules and then interpreting them, an organization consisting of representatives of all the involved parties, including appropriate government agencies, would author, interpret and oversee compliance to an optimal set of requirements addressing, life safety, environmental, economic, etc issues. 

    This has been accomplished successfully in another industry. While the building industry is more complex than this industry, there exists formats which could be expanded to incorporate all the issues involved.

    The capitalist system is a gret system, but optimization of the system requires responsibility and accountability, which, more often than not, is compromised by the participants for a variety of reasons. The process I am suggesting, uses the system to self regulate.
