Is anyone using Trimble connect to do this? I had a play around with it and it showed promise yet I have not implemented it holistically yet I plan on doing this for the next project. I must say I do like the way that anyone can view the 3D model without proprietary software, A 2D plan may tell a thousand words but a Virtual Design and construction mode shows a million.
When it all boils down it is all about the best way to communicate the design intent and buildability to the downstream participants. From all account, Trimble connect seems to have robust permissions and access to information. I'd like to hear if anyone knows more about it than I do.

We use ShareFile for document exchange. It has quite a robust access control management. You can set up a folder structure similar to Windows and assign varying access permissions by folder to different people. Notifications can be automatic and are real-time.
We have also started using Bluebeam's drawing sets in their Studio feature. It makes it very easy to dynamically share full sets of drawings, keeping sheets current with the latest revisions while retaining the history of previous iterations. Studio provides different types of notifications. I suspect it does what you're looking for, but I haven't done enough with it yet to know that for certain.
