After the successful 2014 California bond elections generated over $9 billion in K-14 education construction funding ( http://californiapolicycenter.org/revised-november-2014-election-results-113-bond-measures-for-108-california-local-educational-districts/ ) a rash of RFP's have started to hit the streets.  Missing in these RFP's, from this Architects vantage point, is traditional Design Bid Build Procurement.  We have seen RFP's for Criteria Docs (South Orange County, UC Davis), Design-Build Teams (Los Angeles Community College District, Coast Community College), Lease-Lease Back Teams (Mount San Jacinto Community College), 3P teams (West Hills Community College) but not much in the way of strictly Architecture and Engineering Proposals. This search for alternative delivery methods extends to upfront work as well with North Orange County Community College's recent RFP for a "Campus Architect" with a scope of work including estimating, scheduling, project management and other deliverables common in Construction Management or Program Management assignments.  It's a new day and Architects with either strong ties with a diverse array of firms or a firm with its own diverse offerings seems to be needed to address this wave of opportunities seeking ever more integrated services.
