There were at least 3,304 Comments to the 2016 amendments to the National Register regulations affecting all of the USA, the rights of SHPO and THPO, ACHP. I have provided the link below so you can see all of the 3304 comments objecting to the rules changing the way the National Register will function. It has been objected to by the AIA see below, the NTHP, all SHPOs, Tribal HPOs; and thousands more who don't want the lame duck administration to radically reverse what has been the way consultation happens, how Advisory Council for Historic Preservation oversees all Federal Gov't Agencies (who can bypass all checks and balances if rules change), and how historic districts can be disapproved by the largest land holder negating one vote per person rule.
The ramifications affect future listings, present attempts to use the Historic Tax Credits, and overseeing the potential abuses by every federal agency that does not want to adhere to the standards and procedures set in 1966 by the NHPA as amended. The changes dismiss consultation by State and Tribal historic preservation offices when federal undertakings have the potential for adverse effects.

Preservation Action wrote: The rulemaking is currently under it's final review by the Office of Information & Regulatory Affairs (OLIRA) at the White House's Office of Management and Budget. A final rule could be issued as early as January. There's still time for interested parties to request a meeting with OLIRA to discuss concerns about the National Register rulemaking during this final review stage.
