Having just seen a presentation by John Englander, I would recommend that you read his book -
High Tide on Main Street: Rising Sea Level and the Coming Coastal Crisis - to more fully grasp the impact on our built environment. It is not only storm surges, but increasingly severe storms and rainfall often far from the literal coast, dramatic flooding, king tides and outward surging bays and waterways that threaten our simplistic view of the coast as a static bucolic place in the sun.

Agreed that many buildings now planned for the coast could be built inland.
We must nonetheless contend with protecting existing properties, lives--and national heritage--that exist in coastal zones.
Much of this cannot be replaced at any cost.
