Mark,
Loraine is correct about the existing building assessments work that are regularly being done. I regularly provide my services in assessing conditions of building envelope façade and roof systems. I have provided such services for Partner and Terracon.

Mark,
There is a robust due diligence industry in place now doing exactly that...check out EMG, bureau Veritas, AEI, Nova Consulting, CBRE, just to name a very very few in this sector. Truth in advertising, I'm the architect that brings these companies onboard the equally robust technical report-writing platform to perform this work, Quire (www.openquire.com).

I believe there is a need for existing building assessments and frameworks / guidelines for doing them. Topics range across existing building documentation, life safety, energy compliance, operational best practices, historic preservation, and disaster recovery to name a few. All of these form foundations for architectural expertise / services which engage owners / clients with professionals like ourselves.
Does anyone else have thoughts or suggestions about pursuing this topic further?
