Building Enclosure Commissioning or BECx is a quality oriented process that ideally starts in predesign and continues on into post occupancy and the warranty period. It is a process to verify that the design and construction of the project meet the Owner's Project Requirements or OPR through third party design reviews, submittal reviews, jobsite visits, attendance at preconstruction and construction phase testing. In other words, it is supposed to result in the building that the owner wanted, with no defects, (at least none that the owner did not willingly allow to happen). I suggest that a copy of ASTM E2947 makes a good read.
