  • 1.  Homelessness

    As with most socio-economic phenomena, homelessness is complicated, with no simple solution.   HUD, the federal agency, has adopted a policy that can be stated as "housing first".   It has been shown that when the chronic homeless--those with psychological problems, drug or alcohol addiction, and the ravages associated of unmitigated exposure to the weather--are provided permanent, safe, secure housing, conditions are created that prevent a return to homelessness more effectively than any other strategy pursued over the decades.   When securely housed, a significant number of such formerly homeless residents begin to stabilize and become receptive to treatment programs that help keep them from returning to homelessness.   The net effect, in addition to saving lives, is an even more significant reduction in the expense of the law enforcement and emergency medical systems that would otherwise be incurred by this population.  This is why it's become a HUD priority to focus on permanent housing as the most cost effective approach to reducing chronic homelessness.      Does this constitute a wasteful "giveaway"?  I guess it depends on one's philosophy of how a civilized society should deal with its constituents who fall into circumstances that, with few exceptions, are not a deliberate or avoidable choice.
