I am looking for examples of model ordinances for managing height restrictions and allowing appropriate variances/flexibility in historic districts. We are working in a small town with several historic districts and a pretty vibrant historic downtown. New development is knocking on the town's doors and requesting variances, particularly regarding height. Does anyone have model ordinances that protect historic character while allowing appropriate new development and variances, and a process that is not too onerous for the property owner or city?
