Bill Proctor, Managing Director of the CGL Planning Group –West Region, has more than 40 years of experience in planning, design and construction of justice facilities. Over the course of his career, he has served in roles as strategic planner, project architect, owner’s representative, program manager and general contractor on large, public funded justice facilities projects throughout the United States. He was a member of the Federal Bureau of Prisons team that developed the concepts and proto-types for modern correctional facilities. He has specialized in state prison and county jail projects that have been planned and built under federal court orders or supervision. He was the project director for the planning of the California Prison Health Care Receivership $6 billion, 10,000 bed fast-track program. Mr. Proctor specializes in creative planning and project management solutions for complex, budget challenged projects requiring fast schedules. He has served as a successful consensus builder for complex and highly political issues among embattled public agencies and community stakeholders, often working under federal court oversight. He has been a leading industry innovator in the development of facility solutions and project delivery strategies to significantly reduce costs and improve the value of justice facilities.
