Précis

While with Planning Commission (NCPC) Plan and Project Implementation Division as Senior Architect / Urban Designer, my assigned duties and responsibilities include providing service, products, projects, and program oversight on behalf of the agency for project work within the National Capital Region and the District of Columbia. Within the working division, I also serve as a Project Officer and Chief Estimator critiquing and exploring possible project and program initiatives. Ultimately, the Division supports the Executive Director, who acts at the discretion of the appointed Chairman and Commission at large.

Previous to my current position, I served as a Project Manager and Architect in support of the Transportation Security Administration’s (TSA) under the Office of Real Estate in Arlington, Virginia. During my time with TSA, duties included project management and professional consultation while providing alteration proposals to space build-outs in support of lease actions. Although these actions were provided primarily through GSA procurement, several agencies actions required direct contract and architectural support.

This experience was preceded by 11 years of progressive responsibility as an Architect / Engineer, Project Manager, and Contracting Officer for the United States Postal Service’s (USPS) Facilities Department. While with the USPS, the range of projects for which I was responsible consisted of multi-million dollar budgeted major facility capital improvements though to Contracting Officer responsibilities chairing committees and making contract modifications. From 1996 to 2000, I acted on behalf of the Postal Service as Project Manager and Contracting Officer Representative managing projects and programs at the Major Facilities Office in Memphis, Tennessee. From 2000 to 2005, I served as a Contracting Officer and Representative, as well as, Project and Program Manager at the USPS Headquarters Design & Construction Major Facilities Division located in Arlington, Virginia. My personal involvement with the USPS Major Facility projects included standards, programming, design and construction of new processing and distribution facilities, retail units, offices, and exiting facility renovations and expansions.

My Federal project management experience has included team development and performance management, program management, program development, contract claims support, and mitigation. Such program, project, and construction management expertise included my focus on urban and site planning, building design and development, architectural building systems technology, facilities design, and management of technology and construction contracting. Specific project duties and responsibilities ranged from managing teams in the provision of site analysis and selection, initial design planning and conceptual development, jurisdictional interface and approvals, funding acquisition and administrative support, technical project development document preparation, proposal and bidding documentation, negotiation, and contracting award, construction administration, and the acceptance and commissioning of numerous major and mixed use types project such as commercial, retail & industrial facilities.

I have personally delivered facilities and architectural systems from scoping definition through design to final execution, for many years in public service and private architectural practice. During duration of my career, my portfolio of work displays ambitious goals solving a diverse mix of scales and types of projects.
