Bio

Mr. Blackburn has over forty years experience in the analysis, planning, design, and construction management of a wide variety of building types. He is a past member of the American Institute of Architects (AIA) Building Science and Performance Knowledge Community Advisory Group and served as the AIA liaison to the National Building Enclosure Council (BEC-National), a joint venture of the AIA and the National Institute of Building Sciences (NIBS).

Mr. Blackburn currently serves on the BEC-National Research Coordinating Committee, the Building Enclosure Technology and Environmental Council (BETEC) Board of Direction, and is the current Chair of the BEC-Dallas chapter. He has memberships in a number of national professional organizations including the Air Barrier Association of America (ABAA), International Code Council (ICC), Building Owners & Managers Association (BOMA), and the EIFS Industry Members Association (EIMA), and serves on the University of Texas at Arlington Construction Research Council, Construction Research Advisory Committee, and the North Central Texas Council of Governments Regional Codes Coordinating Committee, Building and Energy Advisory Board.

He regularly lectures on the principals and practices of Commissioning (Cx) the Building Enclosure for the Association of Energy Engineers Certification Program, as well as at AIA Dallas, and the AIA Louisiana 2008 Convention and the TSA 2009 Convention.

CCI is a building enclosure quality assurance company providing consulting, inspection, testing, investigations, and Commissioning (Cx) services since 1974. Clients are Real Estate Developers, Building Owners, Architects, General Contractors, Government Agencies, Attorneys, and Insurance Companies. Services include building design and construction document peer review, building damage assessment, failure analysis, and restoration, repair, and remediation design and project management.
