This is indeed sad. AIA documents are important tools of the trade and should be made available to all AIA member architects at a reasonable cost, regardless of the size of their firm. A system of units/document where we can buy (or refill) our account as needed and with no expiration of units is a fair, reasonable and simple approach for all firms regardless of size. Further, there is no justifiable reason to offer quantity discounts to large firms as the cost to the small firm relative to its smaller projects is already a higher burden than the cost to a large firm relative to its larger per project revenues.
