I believe I am familiar with the service you are talking about. We purposely send our materials to them for plan distribution in Iowa to contractors for bidding. Once a plan gets into a plan room it is always scanned and sent out to members. Historically this has been a practice that goes back to microfilm days and is provided as a service to get more bids on your projects.
If you do not want your materials electronically scanned, I would tell the sponsoring company that and send them a written confirmation.
My firm counts on these systems to get drawings out to contractors for bidding and works with them.
