Well, Walter, you seem to be giving an unreserved commendation for interior storm windows.  I would not be so generous.  There are some issues to overcome:

1.  The prime window is left on the weather side.  This means that exposure and aging will continue over the long haul.  If this is a wood window assembly, this can be a substantial issue,  less if this is a steel or bronze prime window assembly.

2.  In cold climates, condensation will occur on the inside of the prime sash, adding to potential material deterioration concerns.  This has been mitigated by having the new interior storm removable.  However, in practice, not sure how many building owners are willing to take on the weekly maintenance that could be required.

3. When considering two layers of glass - whether IGU or storm sash, the treatments to reduce solar heating impacts are preferred for the extra glass layer.  If these treatments are on the interior glass sheet, there can be overheating within the space between the prime sash and the storm sash, which can lead to paint and sealant deterioration. 

Having said this, we have advocated interior storms on occasions, but it is a yes, no or maybe situation.
